As of 16th March 2011, 108 states have signed the Convention and 56 have ratified it.
During the first meeting of signatory countries in November 2010 they adopted the Vientiane Declaration committing to an action plan to accelerate efforts to destroy stockpiles, clear contaminated lands, and enhance assistance to victims consisting of 66 obligations to be achieved over the next 5 years, These include identification of affected areas, the development of an action plan, and the launching of initial steps towards remediating the impact of cluster munitions.
The Convention commits signatory countries to destroy all stockpiles of cluster munitions under their jurisdiction and control as soon as possible but no later than eight years after the Convention enters into force for the State Party. As of August 1, 2010, 8 out of the 30 first States Parties to the Convention on Cluster Munitions with stockpiles are due to destroy them by August 2018. These countries are Bosnia, Croatia, Denmark, France, Germany, Japan, Slovenia and the United Kingdom.
By way of an example, Germany, the Netherlands and the United Kingdom are in the process of destroying their stockpiles which represent more than 115 million of submunitions.
Countries which have completed the destruction of their stockpiles: Argentina, Belgium, Moldova, Montenegro, Norway and Spain (States parties); Afghanistan, Angola, Australia, Colombia, Honduras, Portugal, Uganda (Signatory States); Argentina (non signatory).
